深圳市蕾奥城市规划设计咨询有限公司成立于2008年8月，是由原深圳城市规划设计研究院经理王富海教授和多名资深城市规划师共同创建的一支精英团队。公司在2010年11月获得城市规划甲级资质（编号101206），并成为“深圳市2010年度市重点文化企业”。如今，团队规模已超百人，其中高级规划师以上18人，硕士学位以上40余人。公司以满足客户需求为宗旨，以“行动规划”为核心，提供城市规划、城市研究、城市设计、交通设计、市政工程设计等类项目的技术与咨询服务。公司成立以来，已经承接并完成各类规划设计研究项目100多项，覆盖国内20个省(直辖市)、40多个城市和地区，还为尼日利亚拉各斯、塞拉利昂、老挝提供了规划技术咨询服务。

【About Us】

In August 2008, LAY-OUT Planning Consultants Ltd was established by professor Wang Fuhai and a team of leading experts as a firm specializing in urban planning & design. Later, in November 2010, the firm received a Class-A Qualification in urban planning from China’s Ministry of Housing and Urban-Rural Development. LAY-OUT now employs over 100 professionals. Eighteen on our staff hold the highest-levels of China’s professional qualifications and over 40 possess Doctor or Master’s degrees. With ‘Action Planning’ as our core competitiveness, we provide services across all aspects of urban planning. We tailor our services to best satisfy the dynamic needs of our clients within China’s ever-changing regulatory environment. Over the past three years, we have completed more than 100 projects throughout the mainland of China and internationally.

【组织架构】

在公司100多名员工中，专业背景涵盖了城市规划、城市经济、经济地理、城市设计、建筑设计、环境保护、交通规划、市政工程等多门学科，长期全方位地服务于城市规划、土地管理、环境保护、城市交通和市政工程等有关部门，在城市发展、规划编制、标准制定、建设策略、实施对策、规划管理等有关方面积累了极为丰富的规划研究经验。

公司现设总部，下辖行政部、七个专业部、研究中心和策划中心，另在北京和南京开设了两个分公司。规划一、二、三、四、五、六部均为综合规划设计部门，全方位提供规划编制与咨询服务；交通市政部专事交通和市政工程规划与设计；研究中心和策划中心是公司智库，为项目开展提供全面的技术支撑与创新支持；两个分公司分别负责承接以所在地为主及其附近一定范围的规划设计项目，以为项目委托方提供更好的技术服务。

此外，公司还下设三个委员会，科技发展委员会负责跟踪学科和新技术发展，引领并促进公司的科技进步；业务交流委员会负责公司内部业务交流及对外学术交流，力图提高公司的业务和学术水平；文化发展委员会负责公司的业余文化生活，致力于丰富员工生活以增强公司的凝聚力。

【Our Team】

Our team now numbers more than 100 of the most dedicated professionals. Among the various work and education backgrounds of our team members are: urban planning, urban design, urban economics, economic geography, civil engineering, environmental engineering， architecture, transportation planning, and ecology. We have deep experiences in plan-making, planning implementation, planning policy, and planning regulations and standards, both with private clients and government authorities in areas such as urban planning, land management, environmental protection, urban transportation, infrastructure, and so on.

The company currently has eight departments, a research center and a planning center, two branches located in Beijing and Nanjing. Besides the administrative department, there are Department-I, Department-II, Department-III，Department-IV, Department-V, Department-VI and the Transportation & Municipal Department. Each department has its own strengths and specialties. Department-I has comprehensive planning abilities with an emphasis on research and planning theory. Wide-ranging planning abilities also are a feature of Department-II, but the department sets itself apart with its deep practical experience. Department-III specializes in regulatory planning but Department-IV has more experience in ecological and tourism planning. Department-V concentrates on urban renewal and regeneration, while Department-VI specializes in urban design. The Transportation & Municipal Department is rich in experience in transportation and infrastructure planning. The research center and the planning center are the ‘intellectual think tanks’ of the firm, providing technical support to all firm projects when necessary. In order to have quick response and better service to our clients, Beijing Branch and Nanjing Branch have been established mainly serving the city located and around.

Internally, the three committees are tasked with keeping the company at the leading edge of the planning field and with creating a healthy work environment that allows our team members to fulfill their potential. The Committee on Science and Technological Development is responsible for searching, collecting and introducing new theories, technologies and practices in planning. The Committee on Technical Trade & Exchange shares the staff members’ professional experience to those within and without the firm and conducts informational exchanges. The Committee on Cultural Development oversees issues that can enrich the life experiences and satisfaction of the staff.

公司创立者们曾是深圳获得第二十届国际建筑师大会（UIA）城市规划专项“阿伯克隆比”荣誉提名奖和首届国家优秀规划设计金奖的《深圳市城市总体规划（1996-2010）》、获国家优秀规划设计金奖的《珠江三角洲城镇群协调发展规划》、获国务院银奖的《深圳总体规划检讨、对策与近期建设规划2003-2005》等项目的负责人、专项负责人和主要参加人；公司成立两年多来完成的项目已经获得了省部级奖励12项，市级奖励13项。

公司员工在全国性各类学术刊物上发表论文三十余篇，公司不定期编辑印制学术交流刊物《蕾奥城市观察》。

【Our Achievements】

Since the establishment of the company, we have undertaken more than two hundred projects for over fifty cities. Our work has extended internationally with projects in Lagos, Nigeria. etc. Clients have consistently appreciated and highly rated our planning work and technical services.

The firm’s founding partners both led and participated in the making of The Master Plan of Shenzhen (1996-2010). That Master Plan won the ‘Sir Patrick Abercrombie Prize’ at the Twentieth UIA Congress of International Architects and was awarded the Gold Medal for Excellence in Planning and Design by China’s National government. Leading partners also participated in the making of The Coordinated Development Plan for the Pearl River Delta Area, which was awarded a National Gold Medal as well. They also were the creative force behind Shenzhen’s Master Plan Review and Construction Plan for 2003-2005, a plan that garnered a Silver Medal for Excellence in Planning and Design. Projects undertaken by our company have so far won 12 prizes by provincial authorities and 13 prizes by civic authorities.

Our staff has published many research papers in journals and monographs. We also edit and publish our own journal, LAY-OUT’s Observation.
